RFP Process

Was the Academic Program company accepted due to an appropriate RFP process?  If so, when was the information pertaining to the RFP released and who sat on the RFP committee?  The state apparently forbids the hiring of a company that one does not go through a proper RFP process.  If we did not go through an RFP how valid is his and what are the repercussions?
